Формирование и развитие новых объектов стратегирования, включая открытые диффузные агломерации, требует разработки концептуальных основ их стратегий. Цель исследования – разработка и обоснование концепции стратегии открытых диффузных агломераций Кемеровской области – Кузбасса. Объектом исследования являются Северо-Кузбасская и Южно-Кузбасская открытые диффузные агломерации, стратегические направления их развития. Работа базируется на общей теории стратегии, методологии стратегирования академика В. Л. Квинта, используются методы анализа, синтеза, абстрагирования, индукции и дедукции. Разработаны и обоснованы концептуальные положения стратегий агломераций, включая общую часть и отдельные элементы, дифференцированные для Северо-Кузбасской и Южно-Кузбасской агломераций. Представлены миссии, видения, ориентированные на рост качества жизни людей на всей территории региона, переход к росту численности населения. Общими стратегическими приоритетами являются стратегическое развитие инфраструктуры; повышение численности, плотности населения; сбалансированное развитие сети населенных пунктов; цифровизация; новое качество сельской жизни; обеспечение устойчивости развития. Для Северо-Кузбасской агломерации в качестве специфического приоритета определено стратегическое развитие креативных индустрий, науки, инноваций, а для Южно-Кузбасской – развитие высокотехнологичных обрабатывающих отраслей и производств. Большинство приоритетов обеспечены конкурентными преимуществами, однако по части из них потребуется привлечение ресурсов для создания новых преимуществ. Концептуальные основы стратегий открытых диффузных агломераций Кемеровской области – Кузбасса, отражающие ценности и интересы региона, его конкурентные преимущества и особенности отдельных муниципальных образований, позволяют обеспечить социально-экономическое развитие региона на основе стратегии новых горизонтов, использовать потенциал центров для развития периферии.

Conceptual foundations are a prerequisite for strategizing new objects, including open diffuse agglomerations. This study aimed to develop and substantiate the concept of strategizing open diffuse agglomerations in the Kemerovo Region – Kuzbass. In particular, we looked at the North Kuzbass and South Kuzbass open diffuse agglomerations and explored the strategic directions for their development. The study employed the general theory of strategy, V. L. Kvint’s methodology of strategizing, as well as the methods of analysis, synthesis, abstraction, induction, and deduction. The resulting strategic concept includes some general provisions, as well as specific priorities for the North Kuzbass and South Kuzbass agglomerations. The concept’s mission is to improve the quality of life in the region and contribute to its population growth. Its general strategic priorities include the development of regional infrastructure, an increase in the population and its density, a balanced network of populated localities, digitalization, an improved quality of rural life, and sustainable development. Specifically, the North Kuzbass agglomeration prioritizes the development of creative industries, science, and innovation, while the South Kuzbass agglomeration prioritizes high-tech manufacturing industries. Although most of the priorities are supported with competitive advantages, some of them require attracting resources to create new advantages. The conceptual foundations for strategizing open diffuse agglomerations in the Kemerovo Region – Kuzbass reflect the region’s values and interests, make use of its competitive advantages, and ensure its social and economic development based on the strategy of new horizons, leveraging the potential of the centers to develop the periphery.
