Статья посвящена стратегическому анализу трендов цифровой трансформации в контексте развития регионов России. Целью данной работы является анализ глобальных и национальных трендов цифровой трансформации с намерением поиска возможностей для регионов (субъектов РФ), обоснования их актуальности и достоверности. Методологически исследование опирается на теорию стратегии и методологию стратегирования академика В. Л. Квинта, что позволяет глубже понять ключевые факторы, влияющие на успешную цифровую трансформацию экономики регионов России. В работе рассматриваются глобальные тренды: развитие искусственного интеллекта и расширение цифровой инфраструктуры. Среди важнейших национальных трендов цифровой трансформации выделены рост популярности ИКТ-сферы, развитие кадрового потенциала и цифровой грамотности населения, рост затрат на внедрение и использование цифровых технологий и увеличение цифрового неравенства между регионами. В исследовании выполнен стратегический анализ глобальных и национальных трендов, OTSW-анализ влияния цифровых технологий. Автором выявлены ключевые стратегические возможности, способствующие развитию страны и отдельных регионов в долгосрочной перспективе (укрепление позиций на международных технологических рынках, развитие цифрового суверенитета и инфраструктуры для обеспечения безопасности данных, ускорение цифровизации регионов и повышение цифровых навыков населения). Показано, что без своевременного освоения искусственного интеллекта регионы и страна в целом рискуют отставать от мировых тенденций и потерять конкурентные преимущества. Расширение сфер и увеличение скорости внедрения искусственного интеллекта требуют пересмотра стратегических документов, регулирующих цифровую трансформацию на национальном и глобальном уровнях.

This strategic analysis of global and national digital transformation trends highlights some new opportunities for Russia’s regions. Professor V. L. Kvint’s theory of strategy and methodology of strategizing provided a deeper understanding of the key factors behind the digital transformation of regional economies. The current global trends involve the development of artificial intelligence (AI) and digital infrastructure. The national trends lie in the ICT sphere, human resources, and digital literacy, as well as in the growing interregional digital gap and costs. The OTSW analysis of global and national trends revealed some major long-term strategic opportunities for regional economies, e.g., conquering international technology markets, developing digital sovereignty and infrastructure for data security purposes, accelerating digitalization processes in the regions, improving people’s digital skills, etc. On the one hand, low national and regional aspirations in the AI sphere may increase the risk of falling behind the global trends and losing competitive advantages. On the other hand, a larger and faster AI implementation would require new strategic documents to standardize the digital transformation at the national level.
