    <p>Предприятия общественного питания приобретают все большую значимость в обеспечении населения России здоровым питанием. Это предприятия малого бизнеса, не имеющие опыта инновационной деятельности. Актуальным является определение перспектив инновационного развития предприятий, учитывающее специфику их форм собственности, размер и целевую ориентацию бизнеса. Цель исследования – разработка рекомендаций по реструктуризации предприятий на этапе переходного периода к инновационной стратегии развития.&#13;
Объектами исследования являлись предприятия общественного питания и его инновационный потенциал. Для выявления специфики деятельности предприятий и факторов, способствующих и сдерживающих их развитие, применяли метод анализа. В основу разработки рекомендаций в виде процесса реструктуризации в рамках сценариев применительно к конкретным предприятиям положен метод синтеза.&#13;
Анализ предприятий отрасли, в зависимости от цели деятельности, позволил разделить их на коммерческие и социально-ориентированные, а также определить их преимущества и недостатки. Общим для всех являются децентрализация, многочисленность и многоформатность, что осложняет внедрение новшеств и стратегическое развитие. Имеющийся опыт показывает целесообразность реструктуризации на этапе переходного периода с точки зрения совершенствования системы управления. Для реализации этого процесса предложены перечень специалистов, обладающих компетенциями в области инновационной деятельности, и матрица стратегических ресурсов.&#13;
Аудит предприятий общественного питания позволяет оценить их конкурентоспособность и показать возможности и перспективы стратегического развития. Среди факторов, сдерживающих развитие отрасли, ключевым является отсутствие кадров для инновационной деятельности и опыта в ней. Актуальной является подготовка специалистов нового формата. Решение этой задачи находится в компетенции профильных университетов и региональной инновационной инфраструктуры, которые имеют образовательные программы по инновационному менеджменту для соответствующих отраслей.</p>

   <trans-abstract xml:lang="en">
    <p>Public catering has become an important healthy food provider in Russia. As a rule, this sphere is represented by small businesses with no experience in innovation. Their prospects for innovative development depend on the form of ownership, size, and target audience. The present research objective was to develop recommendations on how to restructure a public catering enterprise as part of an innovative development strategy.&#13;
The study featured public catering enterprises together with their innovative potential, activities, and factors that contribute to or hinder their development. The innovative restructuring scenarios were based on the synthesis method.&#13;
The authors developed a goal-centered classification which includes commercial and socially oriented public catering enterprises with their own advantages and disadvantages. The list of disadvantages includes decentralization, overstaffing, and multi-format, which make it difficult to introduce innovations and strategizing. The restructuring process requires a new management system optimized by specialists competent in the field of innovation, as well as a new matrix of strategic resources.&#13;
An audit of public catering enterprises makes it possible to assess their competitiveness and strategic prospects. The current lack of personnel with experience in innovations hinders the development of the industry. Universities and regional innovation infrastructure should provide public catering with specialists in innovation management.</p>
